In the letter dated 22.10.2024 and numbered 11597 sent to our Chamber from the Union of Chambers and Commodity Exchanges of Türkiye,
It has been stated that countries have transitioned to Phase 5, the current version of NCTS (New Computerized Transit System) used within the scope of the common transit regime in customs administrations, within a certain schedule, in accordance with the 1987 Convention on the Common Transit Regime (Common Transit Agreement), to which our country, the European Union (EU), the European Free Trade Association (EFTA) member countries, the United Kingdom, North Macedonia, Serbia and Ukraine are parties, and it has been announced that NCTS Phase 5, which will be used in the common transit regime and national transit regime in our country, is planned to be put into operation on 17.11.2024.
In the same letter, it was stated that as of 00:00 on 17.11.2024 (the night between Saturday and Sunday), access to the NCTS program and some customs practices of the Ministries related to the NCTS program will not be available until the transition process is completed, and it was stated that the transition process is planned to be completed in an estimated 8-10 hours and that the information that the systems will be put into operation will be announced separately.
In this respect, it was stated that the relevant date should be taken into consideration in the workflow processes in order to avoid any grievances for the obliged parties, and that the documents related to NCTS Phase 5 can be accessed under the title "Digital Customs Applications/NCTS Phase 5" at the link address https://ticaret.gov.tr/gumruk-islemleri .
