The Law on the Right to Information, published in the Official Gazette dated October 2003 and numbered 25269, and the Regulation on the Principles and Procedures Regarding the Implementation of the Law on the Right to Information, published in the Official Gazette dated April 27, 2004 and numbered 25445, regulate in detail the applications regarding the application procedures and methods to be made within the framework of this Law. According to this regulation;

Application Procedure:
Applications for information by natural persons and legal entities are made to the information units of the institutions and organizations where the requested information or document is located, with a petition containing the applicant's name, place of residence for natural persons, and the title, address and authorization document for legal persons.

Applications to be made electronically:
Applications to be made via e-mail are made by filling out the relevant petitions published on the institution's page, stating the applicant's name, surname, place of residence, and Turkish identity number.

Nature of the information or documents to be requested:
The Application for Information must be related to the documents that the institutions and organizations applied to have or should have. However, it is essential that the information or documents requested by the petition are in the records of the institutions and organizations and that the process of providing access to the information and documents does not disrupt the daily work of the institution or organization and does not impose an unreasonable burden on the institution.

Published or publicly disclosed information and documents:
Information and documents published by institutions and organizations or disclosed to the public through publications, brochures, announcements and similar means cannot be subject to applications for information.

Prohibition on publishing information and documents:
According to the regulation, press organs cannot reproduce or use information and documents accessed within the framework of the procedures and principles specified in the Law and regulation for commercial purposes. They cannot publish information and documents without obtaining permission from the institution or organization that provided them.

Acceptance, evaluation and processing of applications:
In order for application petitions to be accepted, it is essential that the application is made in accordance with the law. In order to fill out the petition completely, assistance is requested from the information officer in the institutions and organizations. In applications to be made electronically, the petition is processed after the Turkish ID number is checked and verified.

Assistance to applicants:
Authorities working at the Information Access Unit are responsible for assisting and guiding applicants in exercising their rights.
